Zapatero’s salary-freezing plan will be put into effect in 2009, its duration temporarily set as one year. People involved in the plan, as released by the PM’s office, are Zapatero himself, high-ranking government officials and senior managers of the state-run enterprises. However, legislative and judicial officials are excluded from the plan.
