Although consumption of the Chinese has gone up ever since the beginning of this year, it is not enough to take the place of investment as the chief motive force of China’s economic growth. An important reason for this is the deficiency of social security network. The uncertainty of the future cost of old-age support, medical care and children’s education is a leading factor for every family to deposit money in the bank. And, only when this uncertainty is eliminated, can individual consumption be stimulated. Economists from the World Bank stated that, as far as China is concerned, the expansion of social security network is essential to her present attempt to encourage consumption and to promote economic increase.
