IftheEUsomehowgetsagriponthemigrantcrisis,thesemeasuresmightbenomorethantemporaryexpedients.Butifthepressureofwould-berefugeesheadingforEuroperemainintense,thentemporarymeasurescouldhardenintopermanentcontrols.
